Robert Ridgley, who voices the World, the line about the wall crack being the road to Oz may be allusion to Ridgley's other work in Murakami-Wolf's "Dorothy in the Land of Oz".

Apparently so: Picture frames of Donald Duck can be seen in the first two "Puff" specials, and Murakami-Wolf also made the movie "Dirty Duck" with the title character making a cameo appearence in "The Mouse and His Child".
